Florida replaced Common Core with its own B.E.S.T. Standards, emphasizing foundational skills, fluency, and content knowledge. Florida now uses the FAST progress-monitoring system given three times a year, so the spring (PM3) results count most.
Does Florida hold kids back in 3rd grade for reading?
Yes. Florida retains 3rd graders who score Level 1 on the FAST ELA assessment unless they qualify for a good-cause exemption (alternative assessment, a portfolio showing Level 2 work, or certain ELL or IEP situations).
